annotate Makefile @ 744:2f7da29ede37 libavcodec

Move Alpha optimized IDCT to own file. Based on a patch by M?ns Rullg?rd <[e-mail]>. I've left out the idctCol2 part, because W4 has recently been decreed to be 16383, and also I doubt it will give a noticeable speedup.
