annotate HACKING @ 23157:e206ff2e5efa

Find changesets by keywords (author, files, the commit message), revision number or hash, or revset expression.
Remove an else block which just calls pidgin_blist_get_emblem on a PurpleChat, but pidgin_blist_get_emblem will always return NULL for a chat at the moment so this is useless.
